For this quest, you will head to the marker for Fort Kelvin, and head towards the buildings (as shown on map above). You will need to break the wooden barriers to see more buildings in the back. You will head to the building shown above (on the right). Look up when you enter the building, use the grappling hook to get to second floor. Where you will find a book that completes the quest.
